Since the 1980’s, governments throughout the western
world have increasingly acknowledged these basic principles and
have expanded parental freedoms by removing all or some of the financial
burdens that used to accompany school choice.
Such expansion of freedom is consistent with our
fundamental vision. Government’s obligation to provide for the education
of all children, is different from providing or controlling the
education of all children. John Stuart Mill’s poignant observation
bears repeating: “An education established and controlled by the
State should only exist, if it exists at all, as one among many
competing experiments.”
